What exactly are the differences between the two and what causes them to be different?

Well, you wouldn't expect to see a vibrational band in an atomic spectra.

As Mitch wrote - some spectrum types are not present in atoms. Add rotational and Raman to vibrational that were already mentioned. Shielding for all nucleuses will be identical, so NMR will be of no use. Perhaps there will be more.
