Sounds fishy to me!
Why fishy? I want to calculate price of producing my own insecticide as Nicotine is almost the only natural insecticide that works. However it appears to be expensive and poisonous..

The more cheaper way is to extract Nicotine from Tabacco. There are several methods. And for insecticide it has not to be clean, the brown liquid works as well.

Exactly because it is so poisonous it is so hard to get if you are not able to prove you know what you are doing.
And everyone not working in a professional lab, trying to buy a poison, raises suspicions. That's what makes your question fishy.

As was said, its pretty easy to make a water solution from tobacco, and spray it on plants. Enough nicotine will poison aphids, as an example. I'd even heard of people used this sort of stewed tobacco as a wood finish.
Please be careful, especially when spraying, you can inhale or otherwise ingest, enough nicotine, by this method to injure or kill yourself. No, I don't gradually like a smoker, I mean, hospital trip and you die there.
