i've been working with this problem for hours but i still can't understand how its done.

Are you sure there's not a typo there? It seems very obvious if the oxygen had not shifted over one carbon...

Apparently R.B. Woodward postulated a two stage rearrangement for this reaction. You should be able to deduce the first intermediate which may be a clue to the final step.
