Title: Redox standard potentials

Hello, i have a question about a redox reaction. I involves converting E°A to E°B, specifically for ClO3- to Cl2.
I found a formula: E=E° - (0.059 V)H+ / e- × pH      that i think is the one to use by inserting pH=14 into it.
The thing I'm wondering about is whether this is the correct formula to use, and if it is, how to derive it from nernst equation.
