Title: Serine v/s Cysteine pKa values

How is that possible -I effect of -SH is greater than -OH group ?

In case of cysteine pKa value of -COOH is 1.96 whereas in case of serine it is 2.1 , a similar trend can be observed in case of pKa's of -NH3+ group.
