Title: does order matter (deactivation)

In this case, does NO2 go on first because it is a weaker deactivator than SO3H?

It strikes me as a bad question because frankly, getting the bromine on with either of them there is nigh impossible in real life.

In the theoretical sense, I don't think it makes a difference
