How about reacting methyl para-bromobenzoate via the Ullmann reaction http://en.wikipedia.org/w/index.php?title=Special:Cite&page=Ullmann_reaction&id=154192787, then hydrolysing the esters down to the diacid and forming the dicarbonyl chloride

(edit adding space to clarify link)

Possibly a problem of starting too many threads, and losing track of who's posted where? :)
