What solute will raise a liquid's boiling point the most, assuming that the concentration of each solute is the same.

NH3, Na3PO4, K2CO3, NaCl

Why?
How can you tell?

this is what I know
DT = kb m

m = molality of solute = # moles solute / 1000 g solvent

kb = boiling point elevation constant for the liquid.

I don't really understand kb

Does that help me at all?

OK, those formulas won't help you, because they don't want a numerical answer -- this time.  I was thinking more along the lines of a textbook definition.

Boiling point elevation - The increase in the boiling point of a solvent that occurs when a non-volatile solute is added to form a solution.

That's what I was looking for.  Now, presumably, one of your options is better than the others, in some way.  How is each (or at least one)  different from the others>

would I need to deal at all with molarity. It doesn't sound that way but every time I hit a problem like this, somehow we get back to molarity. OR am I looking more at the elements in each compound.

Neither really.

Colligative Properties of ideal solutions depends only on the number of particles in a specific volume.

In other words, the "more stuff" you got in it, the more change in its properties.
So, if they are all of the same concentration; which one will dissociate and give you "more stuff" in solution?

Nope, they said the concentrations are the same.  Also, solubility differences do not come into play, because concentrations are the same.  How are those molecules different from one another, in terms of particles.

Particles, that's a funny word, why use that word, instead of molecules, or atoms?  Check your book on that point.
