Ionization energy quest-quantum theory?

1)  ??? ionization energy tends to increase from left to right on the periodic table. there are two exceptions to that rule. The two exceptions are sodium and aluminium. Explain them using quantum theory.

4)write a COMPLETE set of quantum numbers for i)the highest energy electron(s) in a hafnium(Hf) atom
II)the lowest energy and highest energy electron(s) in a gallium(Ga) atom.
