Solvents for minoxidil and acelaic acid

From pure powder form, which non-toxic solvents will disolve minoxidil?

The same for and azelaic acid?

Currently have:
Peg 400 or 600, glycerol/glycerine, Polysorbate 80

Clarification:

Non-toxic as used here means for theoretical topical (skin) application uses, NOT for ingestion purposes.

For example, although used in commercial hairloss preparations, the most commonly used affordable solvents are propylene glycol and alcohol solvents.

 I would consider these non-toxic... but they are slightly toxic as they are known irritants and causes of dermatitis which contributes to further hair loss.

Sorry for the information overload but, as you can see I've been working on this.

I crystallized pure minoxidil from acetone. As far as I know some organic salts of minoxidil are soluble in water (eg aspartate). I also know water solution are rather unstable
Concerning azelaic acid - it is probable slighty soluble in water, and its salts - good soluble in water.

Yes, I found information to verify that minoxidil in it's pure form is, in fact, also slightly soluble in water. Assuming I no little to nothing about chemistry, which wouldn't be too far off the mark really, if I placed each one in a solution of approx. 50% distilled water, would some type of heating increase solubility? I'm thinking about shaking the mixture in a container and running hot tap over the container for a few minutes in between shakes. That's my thinking at this point.

Water solution of minoxidil are not stable, especially during warming!
