It is almost certainly a radical mechanism.

This reaction is a radical reduction? what's the mechanism of it?
and the selective reduction can be accomplished by some interesting regent such as NaHS  with some hydroxylamine.See the org-syn coll vol 3 p82

Yes, radical mechanism. In one textbook of my country, it is said that the NO2 group which is reducted fist still cann't be predicted up to now.

I don't have a good explanation for the selectivity in the reduction.

As for the mechanism, think of protonating the nitro group and then add an electron.  Repeat that a few times and you will get to the product.
