Triplate and singlet stae

I want to know That in Photochemistry when electron excites how we know that it goes to triplate state or singlet state? is there any concept to figure out?

The initial excitation does not cause a spin flip (i.e. singlet ground state gives singlet excited state).  The conversion from singlet state to triplet state is the result of intersystem crossing, something that only occurs when the relaxation back to the ground state is relatively slow.  There should be a lot more information in an instrumental analysis text.
