Why is the starred carbon a stereocenter?



To my understanding, a stereocenter is a carbon with 4 nonidentical substituents. I've been researching this and also found a definition stating a stereocenter where the interchange of two attached groups gives a stereoisomer. I'm not sure how to identify this.

Can anyone help?

It has E/Z isomerism.
Stereograms of the 32 crystallographic point groups: little bike wheels of cold, hard, pure rationality.
