To make hydrogen bromide, we react hydrogen with gas bromine don't we??
But why can't we react the hydrogen gas with liquid bromine?

The molecules need some energy to react each other. The best condition is to have all in a gasous form.

Exactly, if one is a gas and the other is a liquid, we might 'phase' a problem ;) :P
