How To Make Polycarbonate?

Do anyone know how to make a polycarbonate?

What materials are needed?

Are there available any websites about how to make polycarbonate?

That you asked how to produce it let me fear you aren't qualified to use this combat gas.

When producing flat plates, the most common shape, polycarbonate is cast between two glass plates, so it gets optically smooth.

No, glass plates weren't cast between two polycarbonate plates... They're cast floating on a molten metal, something like tin nowadays that mercury's hazard is recognized.

Why a gas can change phase to solid?

It shows you the chemical reaction used to make the polycarbonate. Phosgene just reacts with the phenolic groups to produce the polymer.
Development Chemists do it on Scale, Research Chemists just do it!

Rather than talk about chemistry theory that I didn't understand, can anyone tell what materials are needed, equipments, and what process to do for easier?

Such as when we make a cake, then the materials we need are eggs, sugar, liquid milk/powder, and flour,
the equipments are a cup, stirrer, and an oven,
the process is mix them in a cup, stir them using a stirrer, and put them inside an oven.

This is not chemical theory and if you do not understand chemistry then for this particular process you will get nowhere.
Furthermore you will not be able to obtain phosgene.
I would forget it.

You need the chemical background to understand what you're doing, and how to do it sefely, so the product is under your control, and safe to handle.

So what.  You can't make a car by knowing all its pieces.  You can't make dynamite, even if you know all the components, because you have to know what you're doing thoroughly, in order to be safe.  We can't teach you years of chemistry, one posting at a time.
