Rotational bond constant. - molecular spec

Hey. I have two values of B - B0 = 4, B1 = 3. I need to comment on whether the bond length will be longer in the v=0 or the v=1 state. So:

B0 > B1,
B1 has higher moment of inertia,
therefore B1 it will have a longer bond length.

The question says explain physical properties. Is this right? Not sure where to mention v=0 or v=1 either.

Seems fine. v=0 state corresponds to B0 and v=1 corresponds to the B1. Hence the state with the lower B value has higher I and consequently greater bond length.
