Titanium (III) Oxide

Hi guys! Name is Ashley, New to the forum and a newbie at chemistry. 

So I don't understand this. Why is the formula for Titanium (III) Oxide:
Ti2O3
And not:
TiO3

I followed the guidelines yet that first one is the answer and I'm not sure where the 2 comes from/how you're supposed to know there is a 2 there?

What is the valence of oxygen? In a compound you need all valences to be used.
