Oxidation Number Help?

Hi guys so heres the problem,

V(s) + ClO{3-}(aq) = Cl- (aq) + HV2O7{3-}(aq)

I'm confused because for the oxidation numbers of the ClO {3-} i got 2- for the oxygen and -1 for the Cl, but on the other side of the equation Cl's oxidation number is also -1. Because V's oxidation # on the right side is 0 and on the left side is +6, thats the oxidation reaction, but then i have no reduction reaction because the chlorine doesn't change. Is there something wrong with the reaction or am I just doing something completely wrong?

Shouldn't it be ClO3-, rather than ClO3- ?
In that case, chlorine does indeed have a change in oxidation state.

It was written as ClO{3-} not ClO3{-}
Do you think my teacher made a mistake?
