oxidation of primary alcohols

Why is it exactly that PCC is used to stop over oxidation to carboxylic acids when oxidizing primary alcohols to aldehydes ? I don't get why using an organic solvent rather than an aqueous one stops over oxidation.

Look up the mechanism for the Jones oxidation and it should be clear why water would be a problem if the target is the aldehyde.
