Pourbaix (E-pH) Diagrams - Iron - Chromium

Hello.   

I'm trying to understand electric potential and Pourbaix diagrams.
I found this table in: "Corrosion Handbook: Principles and practice".

And this Pourbaix diagrams in "Atlas of Eh-pH diagrams"

Can anyone help me understand how to use the diagram? And how I can predict in what environment the metals will corrode? I know the dashed-line is water and the bold text indicates it is solid.

On the Y-axis... Is that the environments "SHE" potential?
