Why isn't BF4 called Boron Tetrafluoride?

You missed one negative charge. It is BF4-. It is a complex anion. A solution of NaBF4 will dissociate in Na+ and BF4-. There is no B3+ or F- ijn trhe solution. So it is called Terafluoroborat.
