Pigment Slurry

Hello,
Anyone knows any chemical contractor for TiO2 paper slurry productions around Los Angeles area.
I believed there is a word for contractor/ process like this; I forgot what it is.. 
PM will be great since I know there are some rules of posting your own information here.

You seem to have several post trying to find TiO2.

I do not know how pure you want it but using various links found on this forum and knowing the uses in pottery of TiO2 in minerals - here are some suggestions

from WIKI list of common chemicals
titanium dioxide    TiO2    Titanium White    Available as a fine powder for use as a pure white pigment from fine art supply stores.

I am a chemical engineer from a TiO2 manufacturing company.
Currently on my hand I have the SOP, PFDs for producing the TiO2 slurry.
Currently my company is focusing on the conversion of Rutile to paper pigment slurry.
All I need is a facility. I have research online, and I have heard there is a process term called "toll manufacturing". I have already contacted DuPont, Huntsman, Tronox, Kronos, and Crystal. So I am just wondering if anyone knows a good company for toll manufacturing.
