Ethanol Absolute

Hi, really hoping someone here is an expert on Ethanol Absolute.  I am trying to find a definition on Ethanol Absolute as described in ACS.  Does anyone have a copy? What I am after is the cut-off concentration.  I am almost certain Ethanol has to be 99.5% for it to be called Ethanol Absolute ACS, but what I am not sure of, is whether the % is a dry assay or assay V/V?

Any help would be great!

Max 2000 ppm of water according to IUPAC
