Distillation Tower Question, Flood Prevention

Hello Everyone,

How exactly does increasing pressure in a particular compartment of a distillation tower prevent flooding?

What I know:
Increasing the pressure in a particular compartment will result in decreasing the volumetric flow of vapor through the tray above.

What Confuses Me:
If you increase the pressure in particular tray, won't this also increase the pressure in the above compartment? How is this supposed to prevent flooding? Wont the liquid in the downcomer also experience a greater opposing pressure.
