Hello everyone,

I had read on https://en.wikipedia.org/wiki/Sodium_chlorate  that Synthesis to change NaCl to NaClO₃ are using electrolysis with reaction :
NaCl + 3 H₂O → NaClO₃ + 3 H₂.

So if I have KCl solution can I use electrolysis prosess to change KCL to KCLO₃ ?

What's the question?

Wikipedia says it is possible, and you can look up in another text book that it is so.  How is that a question?

Do you want us to give you more specifics?  Because you arrived 5 years ago, only to ask repeatedly if we will help you make explosives or other dangerous chemicals, and we never have, because that's not what we do here.
