Is this a chiral carbon?

Is the marked carbon in the following structure a chiral carbon?

       NO2

Cl---C----Br
       |
       ONO

[Sorry, but I couldn't attach the structure from chemdraw for some reason].

O=NOC(Cl)(Br)N(=O)=O or O=N(=O)C(Cl)(Br)N(=O)=O? What are your thoughts? (Just need to check the structure as sometimes spacing throws these off)

@sjb, yes, I was talking about the structure on the left side. While the molecular formula is the same (NO2), the structural formula is not. So, will they be treated as the same or different functional groups? I think that they should be considered different and therefore the carbon should be chiral.

By the way, How did you upload it? I couldn't do it by using 'insert image'.

Just press quote on sjb post, and you can see SMILES codes for both structures. Such codes are converted for nice pictures on our forum.

I think: this is a chiral carbon. Because group -ONO ≠ -NO2
