Determining product of 1-chloro-2-nitrobenzene reacting with phenol and KOH

This is part of a multi step problem to which I am about half way through. The product I determined in the stage before was the ortho product 1-chloro-2-nitrobenzene. This is then reacted with phenol and KOH with heat. I am unsure of where to begin with this reaction and any help in determining the exact reaction mechanism and products would be appreciated.

Start my categorising the reactants into groups: Acid, Base, Electrophile, Nucleophile (some reagent may fit in >1 group).
Then you can start considering what can react with what. Post your idea and we'll take it from there.
