Difference between unit symbols?

For example:

Planck's constant is 6.63 x 10-34 J·S
The speed of light is 3.00 x 108 m/s

Why does one use a division sign and the other a multiplication sign? Are they interchangeable?

No, Speed is everytime the division of length by time like m/s, miles/h ,km/h,etc.

The other one is an  value of action.

And in electrical engineering, the big S is a siemens (an Ω-1, that is, an amp per volt), so it's important to write the second with a small s.
