How to make elasto-gel

Hello,
I would like to create an elasto-gel pack. It is an elastic hot cold gel pack that we can use to cool (-25°C) or heat (under 100°C) a part of the body.
I believe we can do so using a water + glycerol or glycol + a polymer that outputs a thermo-irreversible elastic gel.
For now I tried 2 simple things I had at home: water + glycol + agar agar and then water + sodium alginate + calcium. But at the end the product is too fragile.
Any idea of a polymer I could (or any other formula) to achieve this?

Can you give the exact temps you would need?  Or more information on your application? In direct contact with the skin, 100 C would quickly lead to severe burns.  Likewise, -25 would quickly lead to frostbite.  So why are you selecting these temperatures?
