Question about non-bonding electrons

Hi all,

I don't understand how carbon is capable of holding two non-bonding electrons as pictured above. I thought it only has four valence electrons it can share. It is sharing three of them, leaving one left over. And yet two nonbonding electrons are shown. How is this possible?

What does the Lewis octet rule suggest about carbon, and does this atom conform to that expectation?
