how to figure ppm?

I have a 250 gallon container of mineral oil,
I need 3ppm of a additive that I have in the 250 gallons of oil..
how many liquid ounces of the additive would I have to ad to the tank to achieve the 3ppm?
also, if I added  1 tenth of 1 percent of the additive to the oil, would that be close to the 3 ppm? thanks!

A percentage is relative. I.E. 1/10th of a percent of something that weighs 100 pounds is 0.1 pounds, where as 1/10th of a percent of something that weighs 100,000,000 pounds is 100,000 pounds...
