reaction of alkene with KMnO4

I want to know how could alkene C=C with its nucleophilic character, adds MnO4 which also carry high number of electrons to form a complex which is broken with base to give glycol

this paper deals with the oxidation of permenganate ester to give acid. what I am asking for is how could this ester be formed, if both the C=C and MnO4 are nucleophilic

This paper deals with the mechanistic aspects of the oxidation of olefins to gem-diols, which was the topic of your original question.
You wanted to know how the formation of gylcols happened, it is in that paper, along with many other possible pathways.
It also goes into mechanistic and experimental detail, perhaps you may like to read it again:)
