Nitrogen Gas: EELS vs. XPS Spectra

A colleague mentions that peak energy for nitrogen gas (say nitrogen gas trapped in carbon nanotubes) is different depending on the choice of techniques used for collecting the N1s spectra.
Is this correct? If so, why is it the case?
