1) Does 100% ethanol have a pH if it is not dissolved in water?

2)Does Ethanol dissociate into H+ ions and ethoxide ions within its self if it is a liquid not a solution. Liquid water contains water molecules, hydrogen ions and hydroxide ions and that’s doesn’t need to be a solution.  H20 => H+ + OH-

2) if an an acid or base is added to 100% ethanol liquid ( no water at all ) would the pH change?

It is a forum rule that you must show your answers before we can help you.  However, your second question is puzzling.  Any ion in water is surrounded (solvated) by water molecules.

Also note that pH and Ph mean completely different things in chemistry!
