Lewis Structures for Polyatomic Ions

When you're drawing a lewis structure for a polyatomic ion, how do you know which atom gets the extra negative/positive charges? Thanks!

What extra negative/positive charges are you talking about? the 4 - ?

The 2 lone pairs would go on the Iodine. Chlorine can't hold more than 8 electrons aka Iodine has d orbitals.
