Two questions regarding Sodium Polyacrylate

I am currently researching with Sodium Poylacrylate and want to dissolve the polymer to coat particles. I currently make a hydrogel to coat particles but the results have not been very good so far. 

1) What is the best solvent to do this? When the solution is dehydrated will the SAP still act as a superabsorbent?

2) Can the SAP be "doped" to reduce the effectiveness or swelling capacity of the polymer (without changing the NA,pH etc of the solution it is absorbing)
