Title: What amount of water has to mixed with oil for the mixture not to be flammable?

if you’re drilling for oil, and there is a leak you’ll get oil in water rising to the surface.  There’s a certain ration of oil:water where there’s enough oil in it to sustain combustion; above that there’s too much water in the emulsion and it won’t burn. How do you work out that number?
