Title: water,oil and sugar.two questions, plz

hi,
i hope all fine

i have two questions please can u answer me

1- why Water and Oil don't mix with each other?

2- why Water dissolve Sugar, although sugar don't polar complex?

Maher,

These questions are actually difficult to answer without knowing what level of chemistry you understand.  How complex of an answer do you want?
