Based on what? A measurement? A calculation? What is the definition of a buffer? How does it work? How does a solution of NaCl function as a buffer? How will the Na+ and Cl- ions react to consume H+ and OH-?
You can answer all of these questions if you try, by studying class notes, your text book or doing some of the calculations.
Don't ask each one one at a time. You won't remember the first answer by the time you get to the last one, and you'll ask the first one again. That's no way to learn.
