On Basicity Strength of Organic Compounds

hello. I was asked to do an assignment from my lecturer but couldn't find the right answers on the internet. Heregoes the question:
Formulate rules for determining if an organic compound will be strongly/weakly basic.

anyone?
please state the website/book used to find the answer, if possible.
