Nomeclature of halides

I'm a little confused on why F-CH2-CH2-Br would be named as 1-bromo-2-fluoroethane, I mean I guess I can assume one for bromine because if naming substituents in alphabetical order and naming it from right to left direction, but what about for fluorine, wouldn't it be 4 instead of 2?

The numbers represent the carbon the halogen is attached to, ethane only has two carbons.
