You can't The packing material is a white powder in both cases.

If there not labelled, but you have the column test certificates you could test using one of the compounds used in the  test (with the same conditions) and compare RT's, that may differentialte between the  two.
Experience is something you don't get until just after you need it.

I agree with JGK.
 You can test the samples which are already tested by C18 or C8. With the help of RT's you can differentiate the two columns
