Is magnesium chloride the same as halogen?

No.

Halogens are the Elements of the 7th. Main Group in the periodic system: Fluorine, Chlorine, Bromine, Iodine and Astatine.

Magnesium chloride is a salt made of Magnesium cations, and chloride anions with other words it contains a halogen ion.
