How long would I Have To Boil 3% H2o2 to get 30% h2o2???

Pretty sure you can't concentrate it that way, and if you could, it'd probably blow up in your face at some point.  Why do you need it?

It is taking H2O2 and some soap, and then adding KI or NaI to it, then it foams up from the gas evolution trapped by the soap.

Maybe if you were to actually read it you'd come to the section on concentration, where it mentions sparging and fractional distillation, or if you'd cared to do a brief google search - http://drinkh2o2.com/
