Does inhaling the smell from melting plastics (in this case the plastic used to cover wires), cause any health effects?
Any help is greatly appreciated.

if plastic is burning, most likely some CO will evolve.
I would not recommend breathing it for an extended time
as for direct health issues with compounds in the plastic... that depends on the composition of the plastic itself.
