reaction with benzyl chloride

which will react first with benzyl chloride if we have both phenolic group and primary amine group in single molecule.

amine react first with benylchloride. Because amine is better nucleophile than alcohol.

How do you find out which functional groups are nucleophiles and which are electrophiles? Is it by adding up the electronegativities of each atom in the functional group?

Also what the hells a phenolic group? Is it another name for a phenyl group?
