Title: Durable hydrophobic non-permeable anti-static heat-resistant insulator

Hi guys and girls - I have a challenge! I am after a method of encasing a circuit board + battery THAT ISN'T an IP67-rated (waterproof) plastic case. This casing could be 1 layer/ material that does everything or it could be several.

Required:
1)   Thin (1-2mm ideally, 4-5mm ok)
2)   Strong/ tough/ durable
3)   Heat resistant to 80 deg C
5)   Electrical insulator
6)   Anti-static
7)   Non permeable, possibly hydrophobic as well to avoid moisture/ dampness build-up over time. IP-56 rating may be acceptable if IP-67 not possible.
8)   Won’t shield radio communications between 200MHz and 2GHz

Ideally looking for something not too expensive (a few pounds per module) to encase a PCB+Batt c. 10cm squared, which would last 2-4 years in outdoors environments exposed to moisture, weather, temps cycling daily between hot and cold (sub-zero in winter, 50 deg C in summer). The more resistant to chemicals/ solvents the better.

Do you know of any materials/ solutions which may be viable?
