Title: Separatin of radioactive arsenic from copper

I found a 4 page document that had Arthur T Ness' signature at the top of the first page.  This was inside an old chemistry book at the goodwill(dated 1950). The paper is entitled, "separation of radioactive arsenic from copper and germanium"

It also indicated that he was working for the national institute of health. Does anyone know who he is, and if this old document has any medical/scientific value? Thanks
