electron deficient?

In my ochem book it says the oxygen atom of the OH group of the peroyacid is electron deficient.

My question, how is it electron defficient if it has two bonds and two pairs of lone pairs?, No positive charge? :-\

I'm not sure exactly what it says in your book, but if you take a look at peroxy acids on wikipedia, it does not resemble the peroxy acid to be electron deficient - since, as you said, it is in its stable condition with two bonds and two lone pairs.

The oxygen would prefer to have more electron density.  Bonding to 2 carbons or a carbon and hydrogen, the oxygen has a formal charge of -2.  Bonding to one oxygen and one carbon/hydrogen, that oxygen has a formal charge of only -1.
