Sorry, typo, should be "your efforts" - you need to show what methods/rules you know that should be applied, what you already did, and why you got blocked.

First III is a bicyclic ring carbocation .Check rules how to name bicyclic rings.
Inductive effect is electron withdrawing or electron donating effect through sigma bond. Here ring has a positive charge so it means that carbon is electron hungry.Now decide inductive effect.
